Since fuel costs usually represent more than half of the total amount of the running costs of a ship, those choices must be well studied before a decision is made.

There are different ways in which carriers may comply with the new rules and regulations, which will, in turn, present different costs, advantages, as well as disadvantages. As any new regulation imposes drastic changes for operation, this new compliance does the same, increasing thus, operational costs, which all carriers will eventually have to “share” with shippers through their bunker costs. The lion-share of the new costs may well end-up on the lap of the end-user (i.e. the buyer or seller of the original cargo).

And until those are fixed, it would not be safe to have potential engine failures at sea. However, once a safety benchmark is reached as well as performance, compatibility and stability ULSFO usage will increase as well. Pricing will be a big variable to be taken into consideration, in relation to MGO. The final price difference between HFO’s, MGO’s and ULSFO’s, at the time of the new IMO regulations take effect, will eventually be the most important factor for many carriers, in order, to obtain compliance.

The main option is probably going to be switching to a Low Sulfur Fuel. Currently, in shipping, most maritime fuel used has been the residual/Heavy Fuel Oil (HFO), which is the residue of the distillation process of crude oil. Therefore, most ships will move to the distillate Marine Gas Oil (MGO). MGO rates at a higher quality than diesel fuel, and its sulfur content is found at around 0.1%. However, HFO is extremely cheaper (HFO at $420/ton & MGO at $647/ton). After the regulation goes into effect, the only ships which will be allowed to run on HFO will be those which would be fitted with exhaust scrubbers. The cost of installing and operating those scrubbers must be then, factored also into the running costs of a ship. The final option is the use of mixed low-sulfur fuel blends or ULSFO. Technically, these will be cheaper that the new MGO with very close properties as the HFO.

Import/Export License Procedures While Vietnam does not require companies to have an import or export license to set up a trading company, an import or export company outside of Vietnam must register with the Department of Planning and Investment (DPI). They must also acquire an Investment Certificate, and companies that want to start trading in Vietnam need to adjust their Investment Certificates. There are certain goods that companies cannot export from, or import into, Vietnam, according to Circular 34/2013/TT-BCT. Adapt Existing Supply Chains Most shipping lines, port operators, and freight forwarders have already begun to create viable alternatives to reduce disruption to their manufacturing supply chains. For example, the Dover Strait accounts for approximately 75 percent of trucked cargo between the EU and the UK. However, it is likely that both the ferry route between Dover and Calais and the Eurotunnel link between Calais and Folkestone will lose their dominant position for freight movements across the channel – longer transit times and higher transportation costs will make these connections less reliable. The southeastern UK ports of Harwich and London have proven to be viable substitutes in the past. London in particular challenges Dover as an alternate hub. CMA CGN, a shipping company and logistics operator, recently announced their long-term lease at the London Gateway, as well as their investment in a multi-temperature warehouse.
